After all, with the overwhelming power of the Celestial Dragons, a perfect privileged class and ruling elite, the symbolism of equality represented by the Empty Throne of the World Government seems meaningless.
The Celestial Dragons already act as world nobility or royalty, creating a situation indistinguishable from having a single king ruling the world.
Even if Imu openly declared themselves as the king of the Celestial Dragons and the world, nothing would really change—the Five Elders already serve as their loyal subordinates. The current world order was established under their control.
It’s hard to see why Imu would need to hide their existence or the truth about the Old World.
Even if Imu used the Ancient Weapons recklessly to sink the Old World, they emerged as the victors over Joy Boy and his allies. As victors, they could have manipulated information and covered up the truth however they wanted.
By framing Joy Boy as the one who drowned the world—or even claiming that Imu saved the world from destruction—they wouldn’t have needed to conceal the Old World at all.
Moreover, if Imu admitted to bringing chaos and death to humanity out of personal ideology or desire, they could still justify their actions and claim credit for creating the current world order.
Given the vast military and financial power of the initial twenty kings who became the Celestial Dragons, it seems plausible that they could have forced the world to accept their narrative.
And yet, Imu chose to hide the truth.
