Was Imu-Sama the Leader of the First 20?
The reason Imu-Sama is treated as a king or god seems to be because they were likely the leader of the original 20. With 20 kings, a leader would have been necessary to unite them as an organization. Even if they were a coalition of equals, a supreme leader would inevitably emerge.
But why was Imu-Sama—presumably Nerona Imu—chosen as the leader?
I’ve previously suggested that Imu-Sama might have already established a massive coalition or empire with 19 other nations and kings under their control before the Void Century, making them a conqueror-like figure.
If this were the case, the first 20 Kings might never have been equals, with Imu-Sama originally aiming to become the king of the world. But if that’s true, it raises questions about the current world order and why Imu-Sama is not publicly recognized as the ruler.
It’s possible that Imu-Sama never intended to openly rule the world. Instead, they might have been the ideological leader of the first 20 Kings, wielding extraordinary powers—perhaps through a Devil Fruit—akin to those of a god.
I suspect that the original leader of the 20 Kings might have been Queen Lili of the Alabasta Kingdom. If that’s the case, perhaps the 20 Kings didn’t initially oppose the Ancient Kingdom but were instead united by a new ideology during the Void Century.
As the influence of Nerona Imu grew, this ideology may have ultimately dominated the original 20 Kings, leading to the creation of the world we see today.
