The Mother Flame, which I believe is the ancient weapon Uranus, is capable of easily destroying nations on the surface and even drilling deep into the earth, creating massive holes in the sea.
Combining that with the statement that mastering the Mother Flame would bring an end to the “Long Battle,” it seems that this weapon could potentially annihilate their enemies, possibly those residing underground…
If the battle is indeed taking place underground, it would be out of sight, making this scenario plausible.
The idea of enemies existing underground resonates with the ancient city of Birka on the moon, which was also located underground. This brings to mind the possibility that the Lunarians, if they haven’t perished, are now living underground. Perhaps they’ve even built a civilization there, and Imu-sama and the FIVE ELDERS won’t consider the battle over until they’ve annihilated them.
It’s also possible that other supposedly extinct races live underground alongside the Lunarians.

If they are indeed at war with forces from space or underground, it seems that the Celestial Dragons are now fully focused on eradicating the rebels within their own territory.
