When Vegapunk met Luffy, he gave off the impression that he had wanted to meet him for a long time.

Luffy, while viewed by the world as an extremely dangerous pirate, is also someone who Vegapunk knew had the support of Kuma, a close friend he respected, as well as being the son of his friend Dragon. Luffy’s so-called “atrocities” were all directed at the World Government.

Moreover, while Luffy’s fights with other pirates showcased his ruthlessness, he never exploited or oppressed civilians.

And considering that Luffy is Nika, Vegapunk likely saw Luffy as overlapping with Joy Boy, perhaps even being his reincarnation.

This makes it understandable why Vegapunk would want Luffy and his crew to obtain the ONE PIECE. But if that’s the case, why did he include the provocative statement in his message that Joy Boy’s wish might not be fulfilled by those who obtain it, stirring up other pirates and factions?
