Saint Peter’s appearance seems to have distinctive features typical of Northern European ancestry. Therefore, it’s likely that his lineage traces back to a nation inspired by Northern Europe. When thinking of such a nation in the world of ONE PIECE, Elbaf is the first that comes to mind.

However, it’s impossible for Elbaf to be his origin, so we must look elsewhere. I believe the Lulusia Kingdom might be a more plausible origin. Lulusia is a kingdom in the North Blue, a region that evokes a northern, almost Scandinavian, image.

The name Lulusia itself feels reminiscent of something from Norse mythology. It might even be derived from “Fafnir,” a dwarf who transforms into a dragon in Norse legends. Fafnir is typically seen as a dragon, but not in the traditional Western sense. Instead, he resembles a wyrm—a type of dragon without limbs, much like a giant serpent.

This connection between the wyrm and Saint Peter’s Sandworm ability seems fitting, as Sandworms also fall into the category of legless dragons. Furthermore, the Norse legend of Sigurd, a hero with near-immortal powers, might also influence Saint Peter’s characterization.

It seems likely that the Five Elders each hail from nations that have appeared in the series in some form. The Lulusia Kingdom, which appeared in a story set 400 years ago, is still a mystery. We don’t know if it’s a member of the World Government, but I suspect the Shepherd family might have once been the ruling family of Lulusia Kingdom.
