As I’ve mentioned before, Nasujuro Saint, as the Finance War God, likely can’t afford to lose the Pacifista army, which was created with an enormous financial investment. By freezing the rebellious Pacifistas to stop them, it seems clear that he intends to reuse them, keeping them in a condition that allows for immediate deployment without any damage. This mindset and determination likely stem from his role in finance.

Even though the command was taken, it’s simply a matter of reclaiming it, and it’s obviously better to be able to use them immediately upon recovery. Given his financial responsibilities, it’s understandable that Nasujuro Saint wouldn’t want the money spent on the Pacifistas to go to waste.

While the World Government and Celestial Dragons could easily squeeze more taxes from the common people under the guise of military expenses, money is still a finite resource. Vegapunk’s “betrayal” has resulted in the entire Pacifista army, worth more than 50 Marine warships, being handed over to a mere 12-year-old girl, so it’s no wonder Nasujuro Saint is furious.

Although Nasujuro Saint seems to have successfully incapacitated the Pacifistas without causing permanent damage, reclaiming the command is still essential. The Five Elder Stars appear to have well-defined roles, and Nasujuro Saint’s role involves the Pacifistas and recovering their command. After wiping out the Pacifistas, he needs to eliminate Bonney.
