As I’ve mentioned before, it seems highly likely that the reason the Celestial Dragons live on the high ground of Mariejois atop the Red Line is that they are aware of the world’s impending sinking. If the people of the world find credibility in Vegapunk’s prophecy, they might start connecting the dots between it and the Celestial Dragons’ residence on the Red Line. This could lead to suspicions that the Celestial Dragons plan to abandon the rest of humanity and ensure only their survival during the world’s sinking.
Should that happen, the people of the world might demand the right to migrate to the Red Line. However, such a demand would likely be denied. If the Celestial Dragons intend to abandon the rest of humanity, this decision would stem from Imu’s will, and there must be a clear reason for it.
What’s certain is that Imu had no hesitation in erasing the entire population of the Lulusia Kingdom, even shocking the Five Elders. If Imu plans to abandon all of humanity on the surface, then exterminating the population of Lulusia would seem like a minor task by comparison.
