Joy Boy or Imu?
Vegapunk mentioned that he doesn’t intend to blame the World Government for his death, nor does he plan to discuss good and evil, stating that “he” doesn’t know enough about the person in question to make such judgments. In the past, I speculated that “he” might refer to Joy Boy, considering that the existence of Joy Boy has been persistently erased from history and that Vegapunk has been researching the Void Century. This seemed plausible.
However, there is another figure from the Void Century who remains shrouded in mystery and likely has little information available in historical documents—the one who supposedly doesn’t exist, the master of the Empty Throne, Imu.
It seems likely that the “he” Vegapunk refers to could be either of these two individuals. Both figures are difficult to assess in terms of good and evil, making them poor benchmarks for such judgments.
