Personally, the idea of the world sinking into the sea brings to mind the image of the ocean itself destroying the world. However, in the world of One Piece, while the ocean may reject Devil Fruit users, it doesn’t seem to harbor any ill will toward humanity. Even if we consider the ocean to be a god, it’s not a god that seeks to destroy humanity.
Whitebeard once told Ace, “No matter where you’re born, every human is a child of the sea.” This might not just be a personal belief of Whitebeard’s, but rather an ancient concept that has existed in the One Piece world for ages. Vegapunk’s message about the world’s submersion could connect to this true meaning of the ocean, prompting people to re-evaluate, or perhaps remember, their relationship with it, just as Whitebeard described.
It’s possible that the submersion of the world isn’t about the ocean recognizing humanity as unnatural or evil and seeking to destroy it, but rather a cry for help from the ocean itself. The ocean might not want to submerge the world but finds itself in a situation where it has no choice and is asking for help.
Who or what is pushing the ocean to this point—Imu and the Celestial Dragons or some extraterrestrial force? If the ocean does indeed call for help, the ones most likely to hear it are Luffy, Shirahoshi, and Momonosuke.
If everything in the world has a will and a voice, then those who can hear those voices might hear the ocean’s plea. While we eagerly await the continuation of Vegapunk’s message, I can’t help but think that Luffy, as the liberator, may even free the ocean itself from its unhappy fate.
