At the very least, I think that boarding Pluton might allow survival even in a submerged world. Poseidon probably can’t destroy Uranus—at least, it seems unlikely. This makes me wonder if Pluton’s role is to destroy Uranus, or perhaps even Poseidon.

It could be that Pluton’s purpose is to stop the rampage of Uranus and Poseidon. The reasons and causes behind the world’s submersion aren’t yet clear, but if ancient weapons are involved, then Pluton might exist to prevent this catastrophe.

We don’t fully understand why the ancient weapons were created or if they’re truly weapons at all, but if the rampage of Uranus and Poseidon leads to the world’s destruction, then it’s plausible that those who created the ancient weapons anticipated this possibility and built something to counter it. This would make sense of Wano’s decision to remain isolated and neutral, watching the world from a third-party perspective.

If Pluton was given to humanity as a means of survival in the face of a battle between the gods on the Red Line and the sea world, then it suggests that those who created the ancient weapons didn’t want to see the world’s destruction or submersion.

Moreover, nature itself likely wouldn’t desire the extinction of humanity and the beasts that inhabit the earth. In this sense, Pluton might play a role in uniting opposing forces. While it’s still unclear whether Imu and the others know about the world’s submersion, I personally think they do, and that they’re preparing to use it to create their ideal world while simultaneously seeing it as an unavoidable fate.
