It’s possible that the period from the end of the Void Century to the present day has been a time of preparation for the inevitable battle over world dominance between the Fish-Men/Merfolk with Poseidon and the World Government with Uranus. The World Government has been preparing to win this battle, and the key to victory lies in overwhelming military power and the ancient weapon Uranus.
However, Uranus couldn’t be used until Vegapunk invented the Mother Flame, but now that they have it, Imu and the others are likely close to having everything they need to control the entire world, including the seas.
