The Five Elders appear to use some form of telepathic ability, likely a specialized technique of Observation Haki, to communicate without being overheard. If the Five Elders can do this, there’s no reason to believe Imu couldn’t do the same. Imu has been watching the broadcast in silence, yet the world has already learned about the potential submergence and the existence of Joy Boy. It’s hard to imagine Imu simply continuing to observe without taking any action.
The Five Elders are clearly not thinking clearly, and in their current state, they may never find the real broadcasting Den Den Mushi. The only one on Egghead who could advise the Five Elders is York, but she seems just as lost and isn’t calm either. If Imu were to give them some sort of instruction, it might help the Five Elders regain their composure. But what kind of instructions would Imu give?
The information about the Void Century and the potential submergence of the world is likely something that must never reach the public, but now that it has, there’s no way to undo that. Imu might prioritize something else instead, perhaps focusing on retrieving the Mother Flame, capturing York, or eliminating Luffy.
As I’ve mentioned before, even if all the hidden truths were exposed, Imu and the Five Elders have the power to dismiss them all as lies. Even if these revelations sparked a rebellion, with York and the Mother Flame, they could silence dissent using the Ancient Weapons. And using these weapons would likely bring the world closer to submergence, making resistance impossible.
Furthermore, eliminating Luffy, who is likely to be crucial in changing the world, could prevent the transformation that was supposed to occur. They could then cover up or alter the truth, making it seem as though nothing ever happened. Given that the entire Kingdom of Lulusia was erased as if it never existed, even if all the secrets were revealed, it might not cause as much damage as one might think.
There’s also a possibility that Imu might actually appear on Egghead in some form.
