During the Ohara incident, Saul told a young Robin that the archaeologists of Ohara had fought against the World Government, implying that she should take pride in carrying on their will. Although Ohara didn’t get the chance to present their theories to the world, meaning they lost to the World Government, they had reached what was likely a correct hypothesis. So, while they lost the battle, they “won” as scholars.
The research conducted by Vegapunk and Saul continued the will of Ohara, and by presenting their findings to the world, Ohara could finally claim victory. While this isn’t just about winning or losing, since their research was a challenge to the World Government, it was indeed a battle they needed to win.
The only way to win was to publish their research and make the world aware of it. Although Vegapunk hasn’t yet revealed everything, by exposing the potential for the world to be submerged, he has already outmaneuvered the World Government in a significant way. Saul likely felt that this was a victory.
Considering this, laughing rather than crying would be a more fitting tribute to Vegapunk and Ohara’s memory. Knowing Saul’s character, this seems true to his nature. Perhaps he was laughing through tears, but with Robin, Ohara’s last survivor, still alive, Saul wouldn’t want to let their victory be just another victory. He would likely feel it’s necessary to transform that victory into real change.
Saul probably sees it as his role to ensure that their victory leads to transformation. Given that he has been hiding in Elbaf for so long, it’s possible he may soon reappear on the world stage. It seems unlikely that he would remain hidden in Elbaf for the rest of his life.
