In a world with absolute rulers, the people are expected to obey, which would, in theory, maintain peace and order. Whether the people are happy or not largely depends on the nature of the ruler, but as long as they obey, order is preserved. Even in our real world, just 200 years ago, many nations were ruled by kings. While nations might have gone to war, if the relationship between the king and the people was strong, internal strife would have been minimal.
The World Government was likely created under the pretext of reducing wars between nations, but in reality, it was probably established to make it easier for the Celestial Dragons to rule the entire world. Nevertheless, for the past 800 years, it has maintained global peace and order… At least, we can say that no global war has occurred during this period, which might explain why Vegapunk finds it difficult to outright label the ideology of the First 20 as evil.
