Vegapunk believes that as long as the ancient weapons exist, the war is not over. But if humanity can advance to the point where it can eliminate these weapons, it might also reach a stage where war is no longer necessary. Jinbe mentioned that if Vegapunk’s dream of providing free energy and knowledge to all humanity were realized, wars would drastically decrease.
Maybe that’s part of the ending ONE PIECE is heading towards—achieving freedom and peace means fighting against those who would deny them, but it’s different from fighting over resources or energy. The Roger Pirates may have realized that without the emergence of the two kings, any battle would just be another “war,” not one that could truly change the world.
