The flashback involving Oden, as well as Rayleigh and Shanks watching over Luffy’s growth, strongly suggests that these “two kings” are Luffy and Shirahoshi. These two aren’t just special by bloodline; they’re beings born out of the desires of the people, destined to become the rulers of not only humanity but also all life on land and sea. Without these two, any attempt to change the world would likely end with nothing more than a change in who holds power, with the underlying issues remaining unsolved.
