This leads me to wonder if the Gorosei might be viewing not just Luffy, but the entire Straw Hat Crew, as a significant threat…

Given that Luffy is a D and the embodiment of Nika, it’s understandable why the Gorosei would consider him dangerous. However, back in the Wano arc, when CP-0’s Guernica was ordered to eliminate Luffy, he grumbled, “What’s so special about that crew?”…
