Judging from Emeth’s reaction to hearing Luffy’s full name in One Piece Chapter 1122, it seems likely that Joy Boy’s full name also included a D. This could explain why Im-sama operated from the shadows, leading to a world where merely having the name D was enough to be killed.
The atrocities committed by Im-sama, utilizing the World Government and navy, might all be efforts to prevent the emergence of a second Joy Boy, stemming from his trauma and leading to unjust discrimination.
Although Im-sama didn’t seem weak in battle, at least as strong as the Five Elders judging by his fight with Sabo, he might have a relatively weak mentality. He seems to be the type of scum who would rather eliminate anyone stronger than himself rather than overcome them through effort and training.
