Was the Goa Kingdom Ruled by the Nerona Family or the Figarland Family? | Ruled by the Figarland Family?

As I’ve speculated before, the Goa Kingdom may have been under the rule of the Figarland family.

The kingdom has a unique status as the birthplace of Garp, Dragon, Luffy, and Sabo, as well as the country where Ace was raised.

Furthermore, the Figarland family’s connection to Shanks might explain his presence in the Goa Kingdom’s Foosha Village.

Shanks, being a member of the Figarland family, may have been aware of his lineage early on, which could have motivated him to base himself in Foosha Village. His meeting with Luffy might have been a coincidence or a secondary outcome of his original purpose.

Shanks, a pirate with a bounty exceeding 1 billion berries at the time, basing himself in the East Blue raises questions. Was he conducting business in the Goa Kingdom before his encounter with Luffy?

If the Figarland family, led by Saint Garling, backed the Goa Kingdom, Dragon might have hesitated to oppose the Gray Terminal incident.

Confronting the Figarland-backed Holy Knights would have been beyond the revolutionary army’s capacity at the time. Dragon may have focused solely on rescuing the people, unable to challenge the kingdom’s policies.

The Goa Kingdom seems to hold significant meaning in the world’s history, given its connections to so many prominent figures.

Even after the Gray Terminal incident, the kingdom remains wealthy and influential, retaining its right to participate in the Reverie.

Could it also have ties to Imu’s Nerona family? If so, the Goa Kingdom could be considered sacred land.
