After the Paramount War, the World Government launched the World Conscription to strengthen its military forces against increasingly active pirates. Both Fujitora and Ryokugyu became Admirals through this initiative.

Fujitora’s recruitment involved a substantial payment, akin to how the World Government tried to acquire Kaido from the Vodka Kingdom by offering the nation representation at the Reverie.

Similarly, Ryokugyu’s conscription might have involved benefits granted to the Taya Kingdom in exchange for his service.

While the World Conscription likely involved a call for volunteers, the World Government’s true targets—powerful individuals like Fujitora and Ryokugyu—were unlikely to volunteer freely.

Through promises of wealth or power, the World Government secured the individuals it desired.

Like the Warlord system, where pirates were given authority in exchange for service, the World Government employs any means necessary to strengthen its forces—even empowering criminals.

Ultimately, these individuals serve as tools to protect the celestial dragons.

The inclusion of criminals and outlaws into the Navy hints at other dangerous individuals recruited during the World Conscription. Some may already be involved in incidents like the one in the Sphinx region.

Entrusting power to such individuals is a double-edged sword. The World Conscription seems like another tool for the World Government to eliminate threats under the guise of recruitment.
