In European folklore, “Cursed Eyes” were feared as a form of magical power capable of cursing those who met their gaze.
In Celtic mythology, the demon king Balor is famous for his “cursed eye,” which could kill with a single glance. If such a power exists as a Devil Fruit ability in ONE PIECE, it would be terrifying.
Based on what we know, Loki might indeed have the power to destroy with his gaze, making him an apocalyptic threat.
However, as Kaido said, no Devil Fruit ability can dominate the world; only Haki surpasses all. Strong Haki could potentially counteract Loki’s abilities.
Still, ordinary people without Haki would be defenseless against Loki. If freed, his power might lead to worldwide devastation—explaining the giants’ profound fear of him.
Luffy might even be cursed by Loki’s power, adding tension to their encounter.
