Right after Roger’s execution, Buggy was convinced that Shanks would succeed Roger and had planned to follow him. However, Shanks told Buggy that he had ‘changed his mind,’ saying that he now wanted to travel the world rather than aim for Laugh Tale or the One Piece. This deeply disappointed Buggy.
There’s also a scene where Shanks is seen asking Roger a question upon returning from Laugh Tale, only to break down crying. It’s clear that this moment led to his ‘change of heart.’
Shanks is definitively confirmed to be the child of Saint Garling, the new God’s Knight and Scientific Defense Deity who replaced Saint Saturn. Shanks’ emotional breakdown and change of heart likely stem from his heritage.
It’s possible that, despite seeing himself as Roger’s successor, Shanks’ heritage created mental barriers, causing him to hesitate in pursuing that path.
However, Shanks met Luffy—the boy who spoke ‘those words’ just like Roger. Luffy promised to surpass Shanks, and perhaps Shanks now sees Luffy as a reflection of Roger.
Roger is dead, so Shanks can never surpass him. Even if Shanks reaches Laugh Tale, claims the One Piece, and is hailed as the Pirate King, he’ll only have done what Roger did, and that wouldn’t be enough to truly surpass Roger.
For Shanks to surpass Roger, he needs to outdo Luffy, who not only repeats Roger’s words but also embodies the potential to surpass Roger as the Sun God Nika and the reincarnation of Joy Boy.
When Shanks entrusted the Straw Hat to Luffy, perhaps it was because he saw Luffy’s potential to surpass Roger and thus made him the target he needs to overcome to achieve that goal.
Only by defeating someone who could surpass Roger and claiming the One Piece can Shanks finally feel that he has surpassed his mentor.
For Shanks, Roger was like a father figure. And for Luffy, who has no memory of his father, Shanks is akin to a father. Both Luffy and Shanks seem to recognize that each of them must ‘surpass’ the other in order to achieve their goals.
I believe Shanks, Luffy, and even the crew members of the Red-Haired Pirates understand this dynamic.
Could Shanks be the final boss Luffy has to face? The incident with Bartolomeo left me with that impression!
