Shanks captured Bartolomeo and the Barto Club after Bartolomeo burned the Red-Haired Pirates’ flag in Shanks’ territory. As expected, Shanks couldn’t simply laugh off someone tarnishing his reputation.

When Shanks reappeared at the end of the Wano arc, he mentioned how he protects his territories under his flag. This likely means that Shanks protects not only from pirates and criminals but also from corrupt elements within the World Government and Navy.

In order to maintain the security of his territories, Shanks can’t allow even a small-time pirate like Bartolomeo to disrespect him.

Shanks reportedly explains this to Bartolomeo when he captures him, though Shanks knew Bartolomeo was under Luffy’s command. Despite his affection for Luffy, Shanks felt it was necessary to act.

Shanks appreciates Bartolomeo’s deep admiration for Luffy, but that’s a separate issue. Bartolomeo apologizes sincerely, saying that he acted alone and that he doesn’t want to trouble Luffy.
