Borsalino and Vegapunk were close friends.
Vegapunk had committed a grave crime, and Borsalino was tasked with punishing him for it.
However, Borsalino openly admitted that he didn’t want to kill his friend, but as a mere corporate “slave” of the World Government, he had to obey orders.
Vegapunk could see the pain in Borsalino’s heart, even asking him, “Can your heart bear it?”
In the past, I speculated that Borsalino’s concept of “Uncertain Justice” might stem from a peaceful, pacifistic nature, much like Vegapunk or Kuma. Ultimately, Borsalino is kind-hearted and loves peace, and being forced to kill his friend likely caused deep emotional wounds.
Borsalino himself asked to be allowed to rest, and I suspect that he may not be able to fight as a Marine any longer — now or in the future.
While it’s possible that he might double down on being a “slave” to the World Government, this would only happen if he held an unwavering belief that the World Government represents justice.
However, the fact that a Buster Call was issued due to Vegapunk’s forbidden research into history proves that the World Government has secrets it is ashamed of, and Borsalino may be starting to harbor doubts about the justice of the World Government itself.
