Is the World Government a Peacekeeping Organization?

I’ve written about this topic several times before, but it’s likely that Imu and the others created the World Government to make it easier to control the world.
The world is vast and full of diverse cultures and ideologies, so managing it under a single set of rules would certainly make control simpler.
While the symbolic “Empty Throne” is meant to convey the idea that no one holds absolute power, the reality is that Imu exists as the ultimate authority, and each individual Celestial Dragon wields near-dictatorial power. The throne’s principle is only enforced upon the kings of the surface world, rendering it largely symbolic.
Additionally, the heavy Heavenly Tribute paid by the member nations is likely intended to ensure that they never accumulate enough economic or military power to rival the Celestial Dragons.
While the World Government appears to be a system of control, it does play a role in reducing global conflicts.
Without the Reverie held every four years, we’d likely see even more disputes between nations, and the world would plunge into a chaotic era of constant strife.
Therefore, the World Government, as an organization, does have some benefits in maintaining peace. The problem lies in the fact that the Celestial Dragons manipulate it to serve their own desires.
This is why the Revolutionary Army views the Celestial Dragons as their true enemies.
However, the World Government also denies the human rights of non-member nations, and there are member nations where the people suffer under kings who model themselves after the Celestial Dragons.
