The World Government does not recognize the human rights of non-member nations, and to the Celestial Dragons who control the World Government, all people on Earth are nothing more than slaves—denying them all human rights equally.
Because Kaku was called a “bug,” I believe Lucci is now fully realizing this harsh truth.
Can a world where those who rule don’t recognize the human rights of others truly be called “peaceful”?
We’ve seen in the past, during the Wano Country Arc, how Luffy tried to free the prisoners at Udon’s labor camp. The prisoners, who had come to accept their fate, rejected his efforts, telling him not to disturb the peace.
Luffy was furious and shouted, “What peace is there in being kept alive as a slave?”
If Lucci were to hear those words now, I imagine they would strike him deeply.
The situation in Udon was a microcosm of the world as a whole, and I believe Lucci is now coming to terms with the idea that he and the rest of humanity are nothing more than slaves to the Celestial Dragons.
What he has fought to protect all this time—justice and peace—was nothing but a façade.
Perhaps Lucci is now realizing that the peace he truly desires can never be achieved as long as the Celestial Dragons exist.
Maybe he’s beginning to feel that remaining in his current position is a mistake if he truly wishes to obtain what he longs for.
Peace is built on mutual recognition of human rights, and the Navy and CP agencies exist to suppress those who violate those rights.
But what if the so-called “gods” themselves are the true enemies of peace by refusing to recognize the human rights of all people?
