In my opinion, Luffy now surpasses the Admirals, and even Issho and Aramaki, who haven’t fought him seriously yet, likely couldn’t defeat him.
After escaping from the chaos of Egghead without losing a single crew member, Luffy and the Straw Hats have become the greatest threat to the World Government—not just because Luffy is Nika or carries the “D” name, but because of their repeated escapes from capture.
Sakazuki may not have anticipated Luffy growing this powerful, but it’s clear that his failure to kill Luffy during the Marineford War is a tremendous regret.
During that war, Sakazuki recognized the danger posed by Luffy’s bloodline and Haki, viewing him as an even greater threat than Ace. Looking back, it’s clear Sakazuki’s instincts were sharp.
It’s possible that Sakazuki feels personally responsible for not eliminating Luffy back then.
Sakazuki’s personality doesn’t seem like one to pass his mistakes onto others; he’s the type who needs to resolve matters with his own hands.
Even knowing that Borsalino lost to Luffy, Sakazuki likely doesn’t believe he himself would be defeated.
If the three Admirals can’t handle Luffy, then as Fleet Admiral, Sakazuki would have no choice but to move in himself to defeat him.
However, Luffy is now a Yonko, and fighting a Yonko requires the approval of the World Government, specifically the Five Elders. Sakazuki can’t act independently.
If the Five Elders were to order Sakazuki to take down Luffy, he would gladly lead a massive fleet to crush Luffy and the Straw Hats.
Realistically, this may seem unlikely, but if the Holy Knights become more active, the chance of this happening increases.
If Mariejois’s safety were ensured, the Celestial Dragons would have no complaints about Sakazuki leaving.
Luffy has already had his revenge on Borsalino, but he still has a score to settle with Sakazuki over Ace and his own scar.
I believe we will definitely see a future clash between Luffy and Sakazuki!
