Is Conqueror’s Haki the Power to Conquer Nations?

Shanks and the FIVE ELDERS seem to possess a profound understanding of Haki, and they appear to have mastered the art of using Conqueror’s Haki at will.
In Shanks’ case, it seems possible that, if he so desired, he could easily conquer or destroy an entire nation single-handedly.
The Blackbeard Pirates decimated Drum Island, and Avalo Pizarro reportedly took over a country on his own, but Shanks seems capable of doing the same on an entirely different level.

Conqueror’s Haki appears to be hereditary, and if all of the original Twenty Kings from the Void Century had it, it makes sense that all of the FIVE ELDERS would possess Conqueror’s Haki, as well as Shanks, who seems to be of Celestial Dragon descent.
